- I've not personally seen the reference for that, but, the Empire was a vast faction controlling most of the galaxy. No factions on JvS have ever done that, so that limits the amount down, and also, the one most people forget-
- We're talking about the total fleets of the entire faction. Factions that control enough resources to have large fleets are composed of many members. The fleets must be split between them, so it is unrealistic to assume any member of the faction on their own controls anywhere near those quantities of ships.
